The USDOT number and UCR are required for anyone whose grain may end up out of state.  So, if the grain you are hauling has the slightest possibility of being shipped across state lines, you will need to register for the USDOT number and pay the UCR fees for your vehicle.  Even if only part of the grain will be going over state lines, the USDOT number and UCR are required.  If any of the grain leaves an elevator for a river terminal or train loading facility, it is most likely going out of state and therfore will require a USDOT number and UCR.

Notice from the State of Illinois regarding the 2010 UCR Program
Mailing of the 2010 renewal applications for the Unified Carrier Registration (UCR) program will begin Monday, May 3, 2010.

Fees for the 2010 renewal season were finalized by the Federal Motor Carrier of Safety Administration (FMCSA) on Tuesday, April 27, 2010 and published in the Federal Register.

On-line registration will be available on May 3, 2010 at www.ucr.in.gov (extra fees apply).  UCR applications may also be faxed to 217-785-1448 and fees paid by credit card.  Please be sure to include all credit card information (Visa or MasterCard only) with your application.

The federal government has increased fees for 2010, but has also eliminated the trailer reporting requirement.  Consequently, many carriers will actually pay less in UCR fees in 2010 than in 2009.  Please check your fee bracket carefully keeping in mind that only your power units need to be reported.

Due to the late mailing of the UCR applications this year, the due date for registering under the 2010 UCR program has been extended.  Enforcement of the UCR program will begin nationwide on July 15, 2010.  As in past years, carriers will not be required to carry or display UCR receipts in their vehicles.  Enforcement personnel will use electronic records to verify UCR compliance.  The 2010 UCR receipt expires 12/31/2010.  Fines and penalties for failure to be UCR registered begin at $300 and may exceed $1,000.

If you are no longer operating in interstate commerce and wish to inactivate your USDOT number, please contact the Illinois Commerce Commission at 217-782-6910 at your earliest opportunity.
